There is no setting for Manage Roles, how do I set limits for employees and admins?

The employee creation limit for admins (subscribers) is determined by the pricing plan they have purchased. You can configure this limit through the "Agents Create" option available during pricing plan creation. The value set there defines the maximum number of employees that an admin can create.
